1050 Flyers, Posters/Signs, Brochures, and Promotional Materials

Union Public Schools allows its schools to distribute or display communications materials of district-affiliated organizations or outside organizations that promote youth programs, activities, or events that aim to improve the health, education, or welfare of students.

“Materials” includes, but is not limited to, brochures, flyers, pamphlets, posters/signs, stickers, postcards, buttons, leaflets, and tickets.

“District-affiliated organizations” may include parent groups, booster clubs, school employee organizations, and the Oklahoma State Department of Education.

“Outside organizations” means any non-profit or tax-exempt organizations other than school-related organizations.

No material will be distributed/displayed that contains primarily religious, commercial, political, or objectionable overtones which may be beneficial to any particular group or business at the expense of others.

No material may contain district logos, registered names, or symbols without written permission from the administrator in charge of the district’s Communications Department.

To ensure students are not exploited as a captive audience for the promotion of non-school-related activities or commercial opportunities, the distribution of all promotional literature, posters/signs, announcements, and advertisements by district-affiliated and outside agencies and/or individuals must be approved by the Chief Communications Officer.

Material should be submitted for consideration at least two weeks prior to the desired date for distribution or display. An “Approved” or “Not Approved” stamp will be placed on a copy of the requested material, and the applicant will be notified of the status of the request. Permission to distribute/display the material is provided as a community service and does not necessarily indicate district sponsorship or endorsement.

Building principals shall only distribute/display items which have been approved; however, it is not necessary for the Chief Communications Officer to approve the distribution of site-specific materials such as PTA newsletters, Bingo Night flyers, etc. Such material is approved by the site Principal.

ADVERTISING AND FUND-RAISING MATERIAL

The Chief Communications Officer will not approve attempts by outside organizations, profit or non-profit, to solicit students of the district through advertising or fund-raising campaigns unless they are done in connection with school- related activities and are beneficial to the district and its students. Such activities may include Character Counts!, and United Way activities; yearbooks; and athletic, academic, band, and spirit clubs.

Trips, excursions, tutoring, or camps sponsored by employees may be advertised to the student body through materials approved by the Chief Communications Officer. No district funds may be expended to advertise such things, and the initialed approval stamp must appear prominently on all distributed/displayed flyers and materials.

DISTRIBUTION OF MATERIALS AT DISTRICT EVENTS

To facilitate the uninhibited flow of traffic and pedestrian movement, and to limit the amount of potentially discarded material on school property, dissemination of materials by individuals or outside organizations promoting non-district- affiliated activities is prohibited at all athletic, fine arts, intramural, academic, social, or other district-sponsored events held on school property.

District-affiliated individuals and organizations, and other non-district-affiliated organizations working with the district, may disseminate materials on district property after obtaining permission from the Superintendent or designee at least two weeks in advance of the event. The dissemination shall be limited to date, time, place, and duration as determined by the Superintendent or designee.

Individuals, groups, or organizations who rent a district facility are exempt from the prohibitions of this policy, provided, however, all who distribute materials as part of their activities for which the facility is rented are responsible for removing from district premises all distributed materials which are discarded or left on district premises. Any individual, group, or organization who fails to remove discarded materials from district property at the conclusion of the rental period may be denied the privilege of renting district property in the future.
