4040 Teacher & Leader Effectiveness (TLE) - Evaluation Processes

The Union Public School district will fully comply with Oklahoma law and the requirements of the Oklahoma State Department of Education regarding the Teacher & Leader Effectiveness (TLE) evaluation processes for teachers and school site administrators.

Evaluation Systems for Teachers and School Site Administrators

A.      The Tulsa Model for Teacher Observation and Evaluation (“the Tulsa Model”) is the evaluation instrument adopted by the district for teachers.

B.      The McREL evaluation system is the evaluation instrument adopted by the district for school site administrators.

The Board of Education’s designees for all aspects of compliance with the Teacher & Leader Effectiveness (TLE) requirements, will be the Superintendent, the Associate Superintendent of Teaching and Learning, the Executive Director of Human Resources, the Senior Executive Director of Teaching and Learning, the Executive Director of Secondary Education, the Executive Director of Elementary Education, and the Director of Professional Learning. The Superintendent and these specified district administrators are collectively referred to in this policy as the TLE Administrators.

As specific procedures regarding the TLE process are developed and approved by the TLE Administrators, TLE Administrators will assure that these procedures are communicated to school site administrators and teachers.

The Board of Education specifically delegates to the TLE Administrators the development and implementation of a focused and individualized program of professional development for the teacher or administrator that is consistent with the qualitative component of the TLE (as per the Oklahoma State Department of Education’s guidelines and timeline). The policy of professional development shall:

A.      Establish an annual professional growth goal for the teacher or administrator that is developed by the teacher or administrator in collaboration with the evaluator,

B.      Be tailored to address a specific area or criteria identified through the qualitative component of the TLE,

C.      Allow the teacher or administrator to actively engage with learning practices that are evidence-based, researched practices that are correlated with increased student achievement, and

D.      Be supported by resources that are easily available and supplied by the school district and the State Department of Education.

As appropriate, the TLE Administrators will consult with UCTA representatives regarding aspects of the TLE process.

The Board of Education specifically authorizes the position types listed below as being authorized to perform teacher evaluations. The Board delegates to the TLE Administrators the authority to designate the specific individuals within these position types, who the TLE Administrators deem appropriate persons to perform teacher evaluations, when such individuals have completed the required Oklahoma State Department of Education training for TLE certification.

A.      Certified Administrators

B.      Director or Assistant Director/Intern/Curriculum Specialist of Fine Arts or Athletics

C.      Administrative Interns/Assistant Principal Interns (also known as Teachers on Special Assignment)
