Strategic Plan Progress Update - May 2016
Message from Superintendent Dr. Kirt Hartzler
We are pleased to present to you this update of the Union Public Schools 2014-2018 strategic plan. The following accomplishments are the direct result of many dedicated staff members, the Board of Education, parents, and members of the community working toward a common goal of 100 percent graduation, college and/or career ready. These accomplishments validate our never-ending pursuit of excellence and our belief in the district’s motto that, “Together We Make a Difference.”
Union’s strategic plan is a living document that continues to guide our work and is proving that continuous improvement occurs when there is a collaborative commitment and well-designed vision that clearly defines our focus to ensure that our students’ learning experiences are maximized.
While the economic downturn continues to negatively impact public school funding and threaten our programs and services, Union’s commitment to our students is more important than ever. We will continue to manage our programs, business practices, and resources to enhance efficiency. We are, however, very concerned about Oklahoma’s budget deficit and how this will continue to play out over the course of the 2016-17 school year. As a public school, we know the importance of investing in our youth, as their success in life will greatly impact us all.
Our long-term commitment to Union’s strategic plan and continuous school and organizational improvement are among the reasons why Union Public Schools is one of the premier districts in the nation. This, of course, is only possible due to an exceptional staff and a highly committed community that supports the work we do.
I trust that you will continue to support our efforts on behalf of our amazing students. We have made great strides with this plan, and we hope to build on the capacity we have developed in our targeted areas of early childhood, community schools, STEM (Science, Technology, Engineering, and Math), and college and/or career readiness.

The Union Strategic Plan
Enhancing ways to continue student excellence in Union Public Schools is the focus of this strategic plan. Our belief that the pursuit of excellence is fundamental and unending serves to secure our place as one of the best school districts in the nation. Constant program and organization analysis at both the district and site levels and use of current educational research reflect our commitment to ensuring every child will have an opportunity- rich learning environment. Our emphasis on early childhood education, community schools, STEM (Science, Technology, Engineering, and Math), and Union’s Collegiate Academy experience plays a significant role in equipping our students to be successful beyond their high school years.
We believe it is a fundamental right of every child to receive a high-quality public education. This strategic plan highlights programs and initiatives that are the foundation of the school system’s never-ending improvement efforts. The strength of the plan is the continued alignment of school system operations which revolve around our mission statement and require each of us to work together each step of the way.
Thanks to the initial contributions of employees, parents, students, and community leaders on the District Transformation Committee and additional work by our administrators and Board of Education members, this strategic plan is designed to be a dynamic, collaborative, living document that will serve as the foundation for our successful comprehensive pursuit of excellence. It contains specific objectives and identifiable ways to measure our progress and will be used to guide us in decision making while helping us evaluate programs for effectiveness and relevance to our mission and goals.
Union spirit is synonymous with being the best we can be. We encourage you to join us as we continue to build on Union’s legacy of excellence, knowing that “Together We Make a Difference” for each of our students.
